Russian is spoken by over 250 million people across 15 countries and remains one of the most strategically valuable languages in diplomacy, business, energy, and international relations. And right now, for obvious reasons, learning it inside Russia isn't for everyone.

Riga changes the equation entirely.

Latvia's capital is home to one of Europe's largest ethnic Russian-speaking populations — the result of centuries of history that predate the Soviet era. On Riga's streets, in its markets, its cafés, its train stations, Russian is the language of daily life. You will be immersed in it from the moment you arrive. But you'll be doing so in a full EU member state, in one of the most architecturally stunning and culturally layered cities in Northern Europe.

It's the best of both worlds, and there is nowhere else quite like it.

A city worth knowing on its own terms. Riga is the largest city in the Baltic region, and it carries that stature. Its Art Nouveau architecture is among the finest in Europe — whole neighborhoods of ornate facades that have to be seen to be understood. The medieval Old Town, Vecrīga, has been inhabited continuously since the 13th century: the Town Hall Square, the House of the Blackheads, cobblestone streets that predate most of what passes for "old" in the Western world. And just outside the city, the seaside resort of Jūrmala offers pine forests, wooden Art Nouveau villas, and a Baltic beach that locals have been escaping to for generations.

Since joining the EU in 2004, Riga has grown into a genuine bridge city — a hub for businesses and institutions operating across the Russia-EU divide. If your interest in Russian is professional, there may be no better city in which to build the connections that come with it.

The language program. IPSL's partner school sits in the heart of the city, steps from the Latvian National Opera and the Central Railway Station, with Vecrīga a short walk in any direction. All instructors are native Russian speakers — and they don't keep you in the classroom. You'll practice at markets, train stations, and in the neighborhoods where Russian is the first language on the street. You'll encounter dialects, accents, and registers that no textbook prepares you for, and you'll leave with the kind of fluency that comes from actually using a language.

Courses are available at every level, from complete beginner to advanced, in group or private formats. Specialized tracks include Business Russian, exam preparation, and Specialty Russian for fields including hospitality. IPSL tailors the program to your level, your goals, and your schedule.

You'll develop practical communication skills for everyday situations; real comprehension across authentic speaking styles; reading, writing, and presentation abilities; and a serious, nuanced understanding of Russian history, culture, and current affairs. Not a tourist's Russian. A working one.

Financial aid is available for eligible students. IPSL accepts the AmeriCorps Segal Education Award.

IPSL Scholarships

IPSL's goal is to help all students go abroad. Federal Financial Aid (FAFSA) and Americorps Education awards are accepted to go towards all programs. IPSL also offers Americorps, Peace Corps or military Alums a $5500 scholarship to be used on one of their Graduate/Masters programs.
